OPERATIONAL OVERSIGHT COMMITTEE (OOC) MEETING

MINUTES

March 10th , 2025

ATTENDEES: Commissioner Scott Hunt, Commissioner Keith Rager, Commissioner Tom Chernisky, Tracy Selak, Elyse Kirchner, Rebecca Valle, Tracy Shultz, Fred Oliveros, Missy Raho

  • Approval of Minutes: January 13, 2025, meeting minutes: Approved motion Commissioner Rager / seconded by Commissioner Chernisky.  No discussion.
  • Review of requested financials: (See attachment)
    • The Board is requesting an RFI be put out for updated banking rates.  Tracy and Reba to take the lead (per Commissioner Hunt).  Alex and Tara may also be of assistance. 
  • Reinvestment Committee Meeting: Ad hoc:  
    • Transitional Housing: Spend down by end of 2025
      • Hearing to take place 3/10/25 at 5:00 at the Grove in regards to public concerns about the Westmont Property
    • Recovery Community Center: Spend down will be complete end of year through 2026.  BHoCC and Magellan will hold a meeting with RCC regarding exploration of fundings and grants for sustainability.
    • Walk In Crisis: Reinvestment funding was completed at the end of 2024.  The Walk in has APA contracts with Magellan and the county.  A meeting is being held with NDTC, BHoCC, and Magellan at the end of the month.
    • Peer Led Shelter: Working with the Help Center.  The help center has plans for staff onboarding which includes peer support training. BHoCC to fund a 2-week peer training being held beginning May 12th.  Discussion about Franklin Street building concerns.
  • Behavioral Health of Cambria County (BHoCC):
    • Footsteps-Dr. Tammy Haslett-Relocation/Program Expansion
      • Dr. Haslett purchased Dunmyre Lutheran Church on School House Road.  She would like to start site-based IBHS services with the headstart program; however Magellan has a hold on expansion and rate increases and will re-assess in June.  A letter has been sent to her regarding this information.
    • REACH Crisis Center- Call Recordings/Quality Assurance/Training Purposes
      • Calls are now being recorded for quality assurance and training purposes.
      • Dr. Chris Squillaro with Magellan and Dr. Larry Nulton have been meeting monthly to discuss suggestions about the Walk in Center and these meetings are going well.
    • Flooring-DeGol’s
      • BHoCC is having flooring issues mainly in the Academic Center and Conference Room
      • Degol has placed a transition strip for now (tripping is a concern)
      • A different transition strip will be placed if needed
      • The floor may need to eventually be replaced completely with new subflooring
    • Heating
      • The commissioners are aware and are working on the issue
    • ACRP- Rate Request on hold
      • Rate request is on hold for partial hospitalization program
  • Magellan Behavioral Health (MBH) Updates:  Tracy Shultz
    • Magellan discussed possible expansion in western PA.
    • Waiting to hear if they were awarded Blair County.  Should hear by mid-March
    • Signed a 5 year lease with the Pasquerilla Center in the Crown building for their new office.
    • Star Summit is being held on March 21st, at ACE’s 
  • 2025 BHoCC Trainings: All trainings will be held in person (Cambria County Academic Center).  More information can be found on our FB page and/or website www.bhocc.org.
