Attendees: Commissioner Scott Hunt, Commissioner Tom Chernisky, Tracy Selak, Elyse Kirchner, Rebecca Valle, Tracy Shultz, Fred Oliveros

  • Approval of Minutes: May 5, 2025 meeting and the June 23, 2025 Special Meeting minutes: Approved motion Commissioner Chernisky / seconded by Commissioner Hunt.  No discussion.
  • Review of requested financials: (See attachment):  Joe continues to work with Donald Yeager at 1st Summit to get everything finalized.  Tom asks that a resolution be sent and indicate when higher interest rates start.
  • AV Quote:  3 companies were asked to send quotes.  They were Iron Data Works, InShore Technology, and TopDog Security.  Motion to approve Iron Data Works by Commissioner Chernisky / seconded by Commissioner Hunt.  Discussion: Reba to inquire about the negotiability of rates and inquire about the warranty on the equipment being installed. 
  • Retirement contribution match: 
    • A meeting with Randy Seymour from Stifel Investment Services was held on 8/7 with BHoCC staff
    • Randy indicated that with the contribution of 5% match from the BHoCC, employees cannot sustain themselves after retirement with the current retirement plan and suggested that we ask for the contribution to be increased to 8%
    • Commissioner Chernisky and Commissioner Hunt ask that Randy provide this information in writing and include the cost at 5% vs. 8%
    • This item will remain on the next meeting agenda, and the commissioners will address it at the September 22nd meeting.
  • Reinvestment Committee Meeting: Ad hoc:
    • The Peer Lead Shelter is currently has 9 beds filled.  The women’s shelter is at capacity.  
    • A new roof is being installed on the Peer Lead Shelter
    • The Peer Lead Shelter is asking for donations of fresh produce.
  • Behavioral Health of Cambria County (BHoCC):
    • Name change update
      • A resolution document was presented to the Commissioners for signing to move forward with the name change.
      • The commissioners asked that this document be emailed to Ron Repak for review.
      • Once reviewed by Ron Repak, the commissioners will sign and have Melissa Kestermont email the signed version to Reba
    • Holiday Decorating:
      • Elyse and Reba to do a window display in the conference room for Fall, Halloween, and Christmas.  Jason Kirchner will do a Christmas display in the far left corner of the conference room.  The windows will be decorated from mid-August to mid-January. 
  • Magellan Behavioral Health (MBH) Updates:  Tracy Shultz
    • Magellan Open House: 8/13, 12:30-3:30, 1 Pasquerilla Plaza, 15901
    • Recovery in the Valley: 9/20, 11:00-3:00, Sargent’s Stadium
    • Overdose Awareness: 8/31
    • Housing Summit: 10/14 at Ace’s
    • Forum with Bedford / Somerset Behavioral Health Services 8/12.  Contract effective 11/1/25
    • Currently in talks with Blair HealthChoices to possibly contract within the next year or so.
    • A roundtable meeting with IBHS providers to discuss the need to transition members out of IBHS services
    • Ongoing BCM meetings take place regularly
    • Quarterly provider profile meetings take place regularly
    • Monthly peer provider meetings take place regularly
    • MYLIFE to start back up around November or December 2025
    • Plagues to be made and hung at reinvestment sites.  Waiting on the official name change of BHoCC before ordering. 
    • Possibility of the Out of the Darkness Walk taking place beginning in 2026 without AFSP.  This brought on discussion about the potential loss of attendance, loss of funds to be made, and planning and marketing of the change.
  • 2025 BHoCC Trainings: All trainings will be held in person (Cambria County Academic Center).  More information can be found on our FB page and/or website www.bhocc.org.
